I am having permission and parameter issues with a WHOLE drive... some files it let copy/move, others don't. Can't format it and can't solve it. Really annoying. Error 0x80070057
Well with that bit of info, I would speculate that you could have a hard drive going bad on you.

Actually that error is usually registry related and to do with the date format being non standard. Do a search on Microsoft's webpage for that error and you may find some work arounds.

That may be the root of your problem.

It's another external drive, not C: (SDD) neither the External USB 3.0 where the Comics are. I have 4 internal drives and 4 external.

Oh yeah, the period/comma thing. I did it. Still no good.

Well, let me ask you this? Are you only having problems with files on one particular hard drive, or is the problem spanning across files on multiple hard drives?

Just one external drive, but not the one with the Comics.

it never hurts to check your hard drive's sanity in my humble opinion.
a quick look into the event viewer for multiple "disk error"
another quick look at Crystal Disk Info (gives a SMART report of probable health of Drives) is always good
on regular HDDs if you see reallocated sectors count, then take note or a screenshot of it to watch for it increasing over time which would be an indication of a probably dying HDD
either way, if the health report says warning, then I'd recommend the much longer procedures of : using HDD manufacturer tools such as Western Digital Data LifeGuard Diagnostic, or Seagate seatools to check for potential issues with your HDD

please note that SSDs are an entirely different matter.
