That is super-ultra-mega-weird.
So now you can decide just how big a hammer to hit it with...
When you dbl-click the plugin, windows ought to be executing
"C:\Program Files\ComicRack\ComicRack.exe" -ip "%1"
or whatever based on where you installed comicrack. so you could try running that by hand and see what happens.
Or you can unpack the plugin (its just a zip file) and install it by hand.
Or you can set fire to the computer, get a new one and see if that works better. (lol just kidding - dont do this. unless you're rich. like really rich.)
