You should be able to do this already:

1. Install ComicRack to the portable location you want.

2. Edit the file ComicRack.ini in the directory. Remove the ; from the line:
; UseLocalSettings = true

3. Run the ComicRack.exe from the portable location. This should create a new database and settings in the installation directory. You should be able to export your existing database and copy it over the new portable ComicDb.xml

4. ComicRack should now be portable. Note that the ComicRack still needs .Net version 4 on whatever PC you use it on.

I will give this a shot. Not complicated for me or too much trouble, but maybe an installer option for the less tech savvy.

Just wanted to chime in that you need to Run as Administrator for ComicRack.exe after changing the .ini file.

Also, is it possible for ComicRack (at least a portable version) to be submitted for the catalog at portableapps.com/. The great thing about that is they have a built-in app catalog and updater.

Last, is it possible for Calibre to have a built-in autoupdater, especially if the updates are going to be coming more frequently?

To install to a portable drive, download the regular Personal Knowbase setup file.

Each upgrade of CR seems to kill settings and overwrite INI... Can that be addressed as it is a PITA to reconfig...
